USDOT numbers, authority and insurance filings explained
When you need a DOT number in Texas, what the federal minimums are, and how the insurance filing actually reaches the government.
The paperwork side of trucking confuses new operators more than the driving does. Here is the short version of how DOT numbers, operating authority and insurance filings fit together.
When you need a USDOT number
- Interstate commerce with a vehicle rated over 10,001 pounds gross vehicle weight
- Transporting hazardous materials in quantities requiring placards
- Transporting 9 or more passengers for compensation, or 16 or more not for compensation
Texas also requires intrastate motor carriers to register with the state and display a number, with thresholds based on vehicle weight. Operating entirely inside Texas does not always mean no registration.
Authority is separate
A USDOT number identifies you. Operating authority, the MC number, is permission to haul regulated freight for hire across state lines. A carrier hauling its own goods across state lines needs the DOT number but usually not the authority. Getting this wrong delays a startup by weeks.
The insurance filing
For carriers with authority, the insurer files proof of coverage electronically with the federal system. The common filings:
- BMC-91 or 91X, the public liability filing showing you carry the required minimum
- BMC-34, cargo filing, required for household goods movers
- Form E and Form H, the state level equivalents used for intrastate filings in some states
Your authority is not active until the filing is accepted. You cannot legally haul while waiting, and the timing surprises people who bought a truck first.
Federal minimum liability
- 750,000 dollars for general freight in vehicles over 10,001 pounds
- 300,000 dollars for non-hazardous freight in vehicles under 10,001 pounds
- Higher minimums, up to 5,000,000 dollars, for certain hazardous materials
Most shippers and brokers require 1,000,000 dollars regardless of the federal floor, so that is the practical number.
Keep the filing alive
If your policy cancels, the insurer notifies the federal system and your authority is revoked, often within 30 days. Reinstating costs fees and time. Set the premium to draft and never let it lapse.

Common follow-up questions
How long does the filing take to show up?
Usually one to three business days after the policy is bound, sometimes same day. Plan for it in your start date.
Do I need an MC number if I only haul my own products?
Generally no. Private carriers hauling their own goods typically need the DOT number without operating authority. Confirm your specific operation.
What happens if I let the policy lapse?
The insurer files a cancellation, your authority is placed out of service, and you must file again and pay to reinstate.
